For a smooth, emulsified dressing, make this in a blender.  I found the dressing a bit too tart for my taste using the 1/4 c oil measure and now make it with the 1/2 c oil measure. Try the lesser amount first–you may like it.

1/4 c chopped fresh cilantro
1 or 2 thinly sliced scallions or chives
1/4 c lime juice
1/4 t salt
1/4 – 1/2 t red pepper flakes (optional)
1/4 – 1/2 c olive oil

1. Whisk together all ingredients in a bowl. If you are going to blenderize this, buzz all but the olive oil on low speed until smooth. Add the olive oil in a steady stream through the opening in the lid. As soon as the dressing is thick, turn blender off.
